The Essex Hub holds the infrastructure. Delivery partners deliver. Commissioners get one accountable body to contract.
The operating model
We are a backbone commissioning organisation. The commissioner, a school, local authority, ICB or statutory partner, contracts the Hub. We commission the right delivery partner from our vetted supply chain. We hold safeguarding, referral routing, consent, outcomes measurement and reporting centrally. The delivery partner focuses on delivering well. One contract. One safeguarding chain. One outcomes report. One body to hold to account.
The referral pathway
1. Enquiry
A commissioner, professional referrer or family makes contact. We confirm the route and pathway.
2. Matching
We match need to the right delivery partner. We confirm safeguarding, ratios and risk assessment.
3. Commissioning
The commissioner contracts the Hub. Hub commissions partner. Funded routes invoice upfront.
4. Delivery
The partner delivers. The Hub holds safeguarding chain, consent record, and outcomes measurement.
5. Reporting
SWEMWBS and outcomes reports go to commissioner at agreed intervals. One source, one report.

Adults: Stress, loneliness, recovery, life transitions.
Specialist Cohorts: Recovery, dementia families, adult social care.
Safeguarding architecture
Held at Hub level. A designated-safeguarding-lead-led framework. Partners are DBS-checked and qualify at arm's length. Aligned with KCSIE guidance and reviewed annually.
Outcomes measurement
SWEMWBS licensed scales applied from session one. Distance-travelled and attendance recorded. Reporting provided to commissioners per agreed cadence.
